Refused laptop shipment to camp blackhorse APO?

I shipped a Toshiba Laptop from Maryland, US to a buyer through amazon and I got a return of the shipment stating that it was refused by the camp blackhorse post office. I just wonder if that is normal ? DO they allow sending laptops merchandise to there. Thanks.
